PROBLEM TO BE SOLVED: To easily realize operation, such as program search reproducing of a desired recording segment in reproducing and recording of only the desired recording segment to a recording medium in recording by utilizing universal control information including the offset time based on the recording start time as index information to recording and reproducing control in reproducing or recording the audio video information recorded on the recording medium. SOLUTION: This device has a reproducing means for reproducing the recording information, such as the audio video information recorded on the recording medium and a reproduction control means for controlling the universal control information including the offset time from the recording start time as the index information and the reproducing means. The reproduction control means controls the reproducing means by referencing the universal control information.
