PROBLEM TO BE SOLVED: To provide a buffer circuit that can shorten the time required for data to be output. SOLUTION: The semiconductor circuit is provided with a selective output circuit (1, 71, 81) that responds to a control signal (SELB) to selectively output a data signal (DATAIN) to a data signal line (9) and with a precharge circuit (2, 61) that pre-charges the data signal line (9) to a 1st level (VCC), in response to the control signal (SELB). The control signal (SELB) is used to instruct whether the data signal (DATAIN) is to be outputted to the data signal line (9). When the control signal (SELB) instructs to have no outputting of the data signal (DATAIN) to the data signal line (9), the pre-charge circuit (2) pre-charges the data signal line (9) to the 1st level (VCC).
