PROBLEM TO BE SOLVED: To provide a hybrid automatic repeat for request type II/III for an efficient packet data service by stably transmitting a HARQ-RLC-Control-PDU to a receiving terminal (mobile station). SOLUTION: Part that includes information with respect to an RLC-PDU required to support the hybrid automatic repeat request 2/3 system is generated and the generated RLC-PDU and HARQ-RLC-Control-PDU are sent to a MAC (Medium Access Control)-D from a MAC layer through a logic channel, the RLC-PDU and the HARQ-RLC-Control-PDU are transmitted from the MAC-D of an SNRC to a MAC-C/SH(Medium Access Control-Common/Shared entity) of a CRNC via a transmission channel, the MAC-C/SH of the CRNC modifies the RLC-PDU and the HARQ-RLC-Control-PDU into transmission blocks, transmits the result to a physical layer of a base station, and the physical layer processes the transmission blocks to have a wireless transmission form and transmits the result to a mobile station via a physical channel.
