PROBLEM TO BE SOLVED: To efficiently conduct a correct issuing process. SOLUTION: Many noncontact IC cards are mounted on a card feed section 110 and conveyed one by one by a card convey section 120. A key data readout section 210 on a conveying path reads the key data recorded on a magnetic stripe 11 and recognizes the corresponding encoded data in reference to the database in a database storage section 270. A memory access section 220 extracts the corresponding encoded data from an encoded data storage section 260 and writes the encoded data on the built-in memories of the IC cards. A visual data printing section 230 laser-prints card IDs as serial numbers in the order of issuing, and an external appearance inspection section 240 inspects them. The IC cards correctly applied with a series of processes are stored in an acceptable product magazine M2 in a card discharge section 130, and the IC cards having abnormalities are stored in a defective product magazine M3. |
