PROBLEM TO BE SOLVED: To solve the problem in which video is disturbed when video signals are switched. SOLUTION: When video input signals are switched from first video input signals to second video input signals, first sampling clocks which are synchronized to the synchronization signals of the first video input signals are held in a PLL circuit 8 as they are and are continuously supplied to an A/D converter 4 and a digital signal processing circuit 5. While conducting the above, second sampling clocks that are synchronized to the second video input signals are generated by the circuit 8. Having stabilized the clocks, the second video input signals are supplied to the converter 4 and the circuit 5 and at the same time the second sampling clocks are also supplied.
