PROBLEM TO BE SOLVED: To easily meet when a sudden voltage fluctuation occurs. SOLUTION: When a power source voltage supply is applied, an error detector 16 of a high pass compensation circuit 15 directly compares its input voltage and a reference voltage, passes a necessary band, outputs and makes its amplification feedback to a switching element control circuit 13. As a result it can respond from a moment when the power source supply voltage is applied, it can easily cope with an input voltage having a sudden voltage fluctuation from an AC power source. And this is same against a sudden fluctuation of a load.
