PROBLEM TO BE SOLVED: To promote communization with a NTSC circuit by reducing a circuit scale adequately. SOLUTION: A code inversion circuit 5 which inputs sampling data rows processed by a sampling frequency 4fsc, four times a subcarrier fsc in PAL color modulation signals and outputs an inverted signal of only either U modulation signal or V modulation signal for every two lines, and delay circuit 1 which outputs output of a code inversion circuit 5 output delayed by 1H are provided. An adder 2 which adds or subtracts input and output of a delay circuit 1 is also provided.
