PROBLEM TO BE SOLVED: To generate an optimal block by dividing a net list automatically. SOLUTION: A net list inputting means 1a inputs a net list showing the connecting relation of cells. A layout deciding means 1b decides layout of each cell on the chip. A block constitution means 1c constitutes a block from plural cells adjacent to each other by referring to the layout state of the cells. A layout state evaluation means 1d evaluates the layout state of the cells based on a prescribed index concerning each block constituted by a block constitution means 1c and a prescribed index concerning the whole net list. A repeating means 1e integrates an approximating block based on the evaluation result of the means d, adjusts layout while increasing tension force acting in the mutually pulling direction of the cells within respective blocks and allows the means 1b and the means 1c to repeat the decision of layout and the constitution of the block respectively until the integration of a group is eliminated.
