PROBLEM TO BE SOLVED: To provide an action detecting device and an action detecting method capable of detecting the action of an object in detail without previously appointing a special color, and to provide an information storage medium. SOLUTION: A silhouette extracting unit 22 generates an silhouette image of an object among the image data inputted from a camera 10. This silhouette image is housed in a picked-up image housing unit 24. An optical flow computing unit 26 reads out the silhouette image corresponding to plural continuous frames from the picked-up image housing unit 24, and computes the optical flow for every predetermined fine area. An action determining unit 28 has a part extracting unit 32 and a moving vector computing unit 34, and determines the part of a subject, and computes the moving vector showing an action condition of each part.
