PROBLEM TO BE SOLVED: To realize optimal designing for examining the propriety and realizability of the target performance of a part by the virtual examination of a virtual original model based on physical and engineering logics as for an optimal designing device and a recording medium for performing the optimal designing of the part on the basis of the model of the part. SOLUTION: The function model 20 of the part having an internal characteristic value for mutually relating the inputting state quantity and the outputting state quantity of the part defined by a phase quantity and a flow quantity expressing energy is prepared. A design model 40 sets the internal characteristic value generated on the basis of at least one of the physical, engineering and logical characteristics of the part from the designing variable value set from a designing variable setting part 50 to the internal characteristic value of the model 20. Otherwise, the evaluation model 60 evaluates the success or failure of the set designing variable value on the basis of an observing state quantity at the calculating time of the model 20 and an operation target state quantity set by a target state quantity setting part 30.
