PROBLEM TO BE SOLVED: To achieve further improvement of transmission efficiency in HDR. SOLUTION: A transmission rate decision part 101 judges a traffic status based on the data rate control signal transmitted from each communication terminal while communicating so as to decide a selectable transmission rate. An assignment part 102 acquires a communicable transmission rate of each terminal based on the control signal so as to decide an assignment communication resource for each terminal. A control signal creating part 106 creates a control signal containing information showing the selectable transmission rate and the assignment. Only when service is available at the selectable transmission rate, each terminal transmits the control signal.
