A system for making efficient the high-speed packet transmission of a down line by a site selection diversity, wherein information for a base station to control the transmission order of packets, such as an IP packet number itself or a number given newly for wireless transmissions, is given to a control signal and is controlled at each base station. As a result, the packets are sequence-matched (or synchronized) between the base stations so that the synchronization of the transmission order such as the packet number can be controlled between the base stations while retaining a scheduling function at each base station.
