First pumping threads 125 are formed on an inner circumferential surface of the seal lip portion 124 of an elastomer lip member 12. The first pumping threads 125 generate a pumping action in a leakage direction when a shaft 2 rotates. A first resin lip member 14 is arranged at a rear side of the elastomer lip member 12. Second pumping threads 144 generate a pumping action in a direction opposite to the leakage direction when the shaft 2 rotates. The second pumping threads 144 are formed from an inner circumferential surface of a seal lip portion 143 of the first resin lip member 14 to a rear portion of a bent portion 142 thereof. A second resin lip member 18 is arranged at a rear side of the first resin lip member 18 and has a surface sliding on the shaft 2, which is formed smoothly.
