PROBLEM TO BE SOLVED: To efficiently fill and package a liquid material containing a granular- matter with less power consumption by means of a simple-structured, small and inexpensive device while preventing granular matter from entering a heat- sealed portion. SOLUTION: When a liquid material containing granular-matter is packaged in a package bag formed of packaging films, the liquid is separated into a master liquid which does not contain the granular matter and a second liquid which contains the granular matter by a separator 13 based on feeding pressure provided for it. The master liquid is consecutively supplied between the packaging films by a main conduit 11. The second liquid is caused to flow into a cylinder device 18 via a sub-conduit 12. While seals are successively provided to form the bottom and the top of the packaging bag, the second liquid is intermittently filled between the packaging films by the discharging action of the cylinder device 18.
