PROBLEM TO BE SOLVED: To provide a flame-retarded polyester resin affording a flame-retarded polyester adhesive having better adhesion, resistance to hydrolysis or the like compared to conventional flame-retarded polyester adhesives. SOLUTION: This flame-retarded polyester resin is obtained by copolymerizing a phosphor containing carboxylic aid or its ester compound having 0.5 wt.% or more phosphorus atom in the molecule, and, on preserving the coating under conditions of 40 deg.C of temperature, 90% of humidity for 100 hours, rate of molecular weight lowering being less than 10%, preferably containing 60 mol% or more glycol having 4 or more carbons in the glycol component, more preferably containing 40 mol% or less ethylene glycol in the glycol component, furthermore preferably expressed by formula 1 or formula 2, and most preferably having a glass transition temperature of -15 deg.C or higher and lower than 40 deg.C. This adhesive is made by using the flame-retarded polyester resin.
