PROBLEM TO BE SOLVED: To accurately and quickly measure the flow rate of dry powder, without causing increase in cost. SOLUTION: The flow rate of the dry powder, fed into a centrifugal-film dryer 1, is measured by means of a flowmeter 27. The surface level of condensed water condensed by means of a condenser 41 is controlled to a fixed level by means of a level regulating valve 59, and the flow rate of the condensed water exceeding the fixed level at the outlet of the condenser 41 is measured by means of another flowmeter 63. The flow rate value of the dry powder is found from the difference between the flow rate value of the supplied dry powder and the flow rate value of the condensed water at the outlet of the condenser 41.
