In a system providing communication betweene two devices having an encryption/decryption capability, negotiation takes place between the devices prior to communication to define parameters relating to access control (including means of distribution, cryptographic strength, acceptable cryptographic algorithms and hierarchical parent), information content (including bandwidth requirements and permitted latency) and means of verification of the information source and content. The encryption function may be embodied in a smart card or token.
