PROBLEM TO BE SOLVED: To provide a cooling plate having excellent cooling activity and high efficiency and used for improved lining of a metallurgical furnace, and a manufacturing method of the cooling plate having cooling piping at low cost. SOLUTION: In the cooling plate 1 used for the lining of the metallurigical furnace, particularly a melting furnace or a blast furnace, and provided with a plate main body 2 composed of a copper material having the arranged cooling pipings 3 in order and grooves 5 for holding refractory materials, this plate main body 2 is reduced in the thickness under forming state of the last cross section Q2 of this cooling pipings 3, and the copper material of the plate main body 2 is provided with a fine grain structure having the average grain diameter of less than 10 mm and also, these cooling pipings 3 are formed in this plate main body 2 before achieving the final thickness of the plate main body 2.
