PROBLEM TO BE SOLVED: To improve sealing effect by rapidly made to adapt the slide part of a seal member with the inner peripheral surface of a housing member. SOLUTION: A vane member 15 is contained in a housing member 4 rotating, together with a sprocket 3. A plurality of radially protruding vanes 18 are situated at the vane member 15, and a plurality of spark advance chambers 19 and lag chambers 20 are formed in the housing member 4 and a seal member 21 for sealing between the spark advance chamber 19 and the lag chamber 20 is situated at the tip of the value 18. A protrusion-form slide part 21b is formed a slide contact surface 21a opposite to the housing member 4 of the seal member 21 throughout the entire length of the seal member 21. Since a slide part 21b makes contact with the inner peripheral surface of the housing member 4 which has a small area, the slide part 21b can be rapidly made to adapt with the inner peripheral surface of the housing member 4.
