PROBLEM TO BE SOLVED: To provide a silver halide photosensitive material which suppresses the deterioration of the quality of dots caused when an area gradation image is formed by development while carrying out replenishment according to the amount of a silver halide photosensitive material processed after scanning exposure in a smaller exposure unit than dots and to provide an image forming method. SOLUTION: In the silver halide photosensitive material with three or more layers each containing silver halide emulsions having sensitivities in different wavelength ranges, the silver halide emulsions are negative type silver halide emulsions having >=95 mol% silver chloride content and grains having the substantially same shape, composition and grain diameter occupy >=80% of all grains in the silver halide emulsions contained in each of the layers.
