PROBLEM TO BE SOLVED: To provide a silver halide (color photographic) emulsion having high- contrast gradation in scanning exposure suitable for a silver halide color photographic sensitive material and also having high sensitivity and low fog and to provide a silver halide color photographic sensitive material using the silver halide emulsion. SOLUTION: In the silver halide emulsion containing silver halide grains having >=98 mol% silver chloride content, each of the silver halide grains has a region in which a spectral sensitizing dye is locally present at a high density on the surface.
