PROBLEM TO BE SOLVED: To provide a heat supply system which allows the facilities constitution to be simplified and the installing labor to be reduced whereas it is capable of circulating and supplying a required thermal medium to a thermal load. SOLUTION: The system comprises a means 14 for heating a thermal medium, and a means 18 for controlling the operation of a means 17 for circulating the heated thermal medium through a circulation line 3 connected to a thermal load. A memory M stores a target circulation supply rate of the thermal medium according to the change in the actual heating rate in execution of a constant temperature control, for controlling the heating rate of the heating means 14 by the controlling means so that the thermal medium temperature is a set target temperature. For execution of the constant temperature control, the controlling means 18 obtains a target circulation supply rate according to the actual heating rate, and controls the operation of the circulating means 17 so that the obtained target circulation supply rate is attained.
