PROBLEM TO BE SOLVED: To obtain a flame-retardant polyester resin for adhesives, which is more excellent in adhesive property and hydrolysis resistance than conventional flame-retardant polyester resins, and the adhesive. SOLUTION: The flame-retardant polyester resin for adhesives comprises >=0.5 wt.% of phosphorus existing in a molecular chain, an acid component containing 40 mol% or more of an aromatic dicarboxylic acid, and a glycol component containing 60 mol% or more of a glycol having a carbon number of 4 or more; and the adhesive comprises this polyester resin. Especially, the flame-retardant polyester resin for the adhesives is characterized in that the resin is produced by copolymerizing a phosphorus-containing carboxylic acid or the esterifies product represented by formula 1 or formula 2 and has a glass transition temperature of -15 deg.C or higher and lower than 40 deg.C; and the adhesive comprises the polyester resin.
