PROBLEM TO BE SOLVED: To provide a water and fossil fuel combustion device, which will not generate any variety in combustion and which is capable of improving a combustion efficiency since steam is mixed into atomized fossil fuel to burn the fuel. SOLUTION: A pipe 18 is connected to a boiler 12 for the water and fossil fuel combustion device 10 and is provided with a manifold 20 for steam. A steam passage 22 is formed in the manifold 20 for steam while the steam passage 22 is filled with atomized kerosene. The manifold 20 for steam is provided with a first nozzle supporting pipe 32 and a second nozzle supporting pipe 34. A manifold 40 for gas is attached to the end of the manifold 20 for steam while the manifold 40 is provided with a first gas nozzle 56 and a second gas nozzle 58 for injecting Brown gas.
