PURPOSE: A system for charging a cash charge card is provided to activate use of the cash charge card by easily charging the cash charge card with cash through a communication network. CONSTITUTION: A user connects to a financial settlement institution(3) through the Internet by using a personal computer(10) or an ATM having an internal or external charging module(20) charging a cash charging card(2) with cash. The financial settlement institution(3) confirms identity of the cash charge card user and the user requests charge of predetermined amount of money. The financial settlement institution(3) allows charge of requested amount of money within the withdrawal range from a settlement account of the user and transmits a charge order to the personal computer(10) or the ATM. According to the charge order, the charging module(20) charges the cash charge card(2) with the allowed amount of money. The money corresponding to the charged amount is withdrawn from the settlement account of the user.
