PURPOSE: To provide a semiconductor integrated circuit that makes a reference level, which provides excellent setup, hold time, H level margin and L level margin, to be input to its input circuit. CONSTITUTION: The semiconductor integrated circuit is provided with a reference level conversion circuit 8, that receives an external reference level REFIN and outputs an internal reference level VREFi different from the external reference level and with the input circuit 1, that receives the output level VREFi as a reference level REF, receives a data signal, compares and discriminates the received data signal and the reference level REF and provides the output of the discrimination result, so as to improve the setup time and hold time as the semiconductor integrated circuit and to enhance a voltage margin at data capturing.
