PROBLEM TO BE SOLVED: To provide an actuating mechanism capable of moderating stress concentration in a welding part between an actuating member and a retainer, and a valve device using it. SOLUTION: The actuating mechanism 16 is formed by penetratingly joining the bar-like actuating member 20 into a through hole 23 of a plate-like retainer 21, and reciprocates in the axial direction of the actuating member 20 due to an external force applied to the retainer 21. An annular groove 26 communicating with a clearance 25 between the actuating member 20 and the through hole 23 is formed in at least one of the actuating member 20 and the retainer 21, and welded from one end surface of the retainer 21 to an inlet 26a of the annular groove 26.
