PROBLEM TO BE SOLVED: To obtain an oil-in-water type emulsion cosmetic that shows excellent cosmetic effect of expressing matted feeling by suppressing undesirable gloss on the face and whose powder can be spread on the skin without twisting thereby giving fresh and juicy impression. SOLUTION: This oil-in-water type emulsion cosmetic comprises (A) 7-20 mass % of organic powder, (B) an oily component, (C) a carboxy vinyl polymer and/or an alkyl-added carboxy-vinyl polymer and (D) silicic anhydride with an average particle size of 0.001-0.1μm. In the above oil-in-water type emulsion the mass ratio of the content (B)/the content (A) is kept at 0.3-0.7. In the above oil-in-water type emulsion, the mass ratio of the content (D)/the content (C) is kept at 0.1-2. In addition, in all of the above oil-in-water type emulsions, the component (A) is starch.
