PURPOSE: A new high molecular formulation for transdermal drug delivery containing an acrylate-based polymer as a compatibilizer capable of enabling both hydrophilic and lipophilic permeation enhancers to be applicable in a hydrogel composition is provided, which promotes skin permeation of a physiologically active substance through topical or whole body. CONSTITUTION: This hydrogel composition contains a base comprising a hydrophilic polymer, a skin permeation promoter and a pharmacologically effective amount or more of physiologically active substances, wherein the hydrophilic or lipophilic skin permeation promoter contains 0.1 to 10% by weight of an acrylate-based polymer of formula 1 as a compatibilizer, based on the total composition. In formula, R1 and R2 are the same or different H or C1-8 alkyl, n is an integer from 500 to 50,000.
