摘要 PROBLEM TO BE SOLVED: To provide a photoelectric circuit substrate where an optical waveguide is formed with sufficient bonding strength on a multilayer-wiring substrate having a dielectric layer for which a fluororesin having an excellent high-frequency electric transmission characteristics is used. SOLUTION: In the photoelectric circuit substrate, a multilayer-wiring part 2 which is constituted by the stacked layers of the fluore-resin dielectric layer and a conducting layer are formed on the substrate 1, and organic optical waveguides (4-6) are formed on the dielectric layer of the multilayer-wiring element 2 via the metallic middle layer 3. Siloxane-based polymers are suitable for the organic optical waveguides (4-6). Firm sticking of the dielectric layer of the multilayer-wiring element 2 to the optical waveguides (4-6) can be improved, and the optical waveguides (4-6) having good characteristic can be formed with sufficient firmness on the multilayer-wiring substrate for which the fluororesin having an excellent high-frequency electric transmission characteristic is used in the dielectric layer.
