PROBLEM TO BE SOLVED: To instantly stop a hydraulic motor by an increase in drain pressure. SOLUTION: A hydraulic directional control valve 8 switched by pressure of a drain pipe 12 is arranged between the hydraulic motor 2 and a directional control valve 3. When the drain pressure reaches a prescribed value P0, the hydraulic directional control valve 8 is switched to a position Y, and thus, pressure oil from the directional control valve 3 is supplied to an abnormality detecting motor 9 by bypassing the hydraulic motor 2, and driving of the hydraulic motor 2 is stopped.
