PROBLEM TO BE SOLVED: To provide a steering wheel suppressing the generation of an abnormal sound caused by movement of a weight. SOLUTION: The weight 24 comprising a pair of divided pieces 24a is arranged outside a pipe-shaped rim part core bar 22 and embedded inside a resin covering body composed of a soft synthetic resin material. The weight 24 is provided with holes 25 allowing the soft synthetic resin material to enter their insides and an engagement recess 26 for positioning the rim part core bar 22. The engagement recess 26 is engaged with an engagement projection 27 on a connection part 30 between the rim part core bar 22 and a spoke part core bar 23 by the recess/projection relation. The divided pieces 24a are mutually welded so that the weight 24 is prevented from falling from the outer circumference of the rim part core bar 22 in manufacturing the steering wheel.
