PROBLEM TO BE SOLVED: To prevent carbonation of mortar and provide an agent and a method for preventing carbonation. SOLUTION: Cement is added with 0.1-10 wt.% monovalent carbonate or bicarbonate as an agent for preventing carbonation to give mortar, and further added with a water reducing agent.
