PROBLEM TO BE SOLVED: To provide a stencil printing plate capable of controlling a transfer amount of various type inks and a method for manufacturing the plate as well as a method for printing a stencil using the plate. SOLUTION: The stencil printing plate is made of a plastic film having pores in such a manner that an ink can pass the pores by giving a low surface tension liquid capable of passing through the pores to the pores in a printing element part of a desired print image. The method for manufacturing the plate comprises the steps of discharging the low surface tension liquid capable of passing through the pores in the printing element part of the desired print image by an ink jet method, and giving the liquid to the pores. Further, the method for printing the stencil using the plate comprises a step of giving the liquid capable of passing through the pores in the printing element part of the desired print image to thereby allow the ink to pass through the pores, and a step of passing the ink through the pores in which the liquid is given.
