PROBLEM TO BE SOLVED: To provide a new-type applicator, capable of combing eyelashes and spreading satisfactorily the cosmetic materials on the eyelashes, being easy to use, not requiring frequent refilling. SOLUTION: This applicator, for applying cosmetic materials to hair, especially eyelashes and eyebrows, has a shank (4) equipped with an applicator element (3). This applicator element has a holding body and at least one wall (14). This wall is provided with a first lateral part, a part of which, at least, is connected with the holding body, and a second lateral part on the opposite side to the first lateral part, having a notched applicator edge (16). The notch bottom lies with a distance, not zero, from the holding body.
