PROBLEM TO BE SOLVED: To obtain a new artificial shore reef using recycled heavy metal containing wastes including incinerated ash without semipermanently eluting heavy metals into water, because the heavy metals are detoxified/immobilized and the mechanical strength of concrete as the matrix is high, and enabling plants and animals, fishes and shellfishes, microorganisms, algae, etc., to live on, cling to, and/or breed on the surface thereof. SOLUTION: This shore reef body is obtained by molding to a specified shape a mixture comprising fishnets and/or waste concrete utility poles, incinerated ash a heavy metal-immobilizing agent followed by coating the surface of the resultant molded form with a coating containing an iron salt or iron hydroxide.
