PROBLEM TO BE SOLVED: To provide a cleaning brush and a partial cleaning tool that can sufficiently clean a heavily soiled textile product by partial cleaning without damaging a fabric. SOLUTION: A cleaning brush 2 having a plurality of projections 1 for repeatedly patting the surface of a fabric that are arranged at intervals, and the projections 1 of the cleaning brush 2 are composed of a polymeric compound containing at least one or more kinds of elastomers whose surface hardness is from 30 to 100 degrees (Shore D hardness).
