PROBLEM TO BE SOLVED: To solve such a problem that the elution of oil from oil polluted soil can not be prevented heretofore even if an alkaline soil improvement material or an oil. adsorbing material is individually or simultaneously used in oil polluted soil or a water barrier wall comprising concrete or a steel sheet pile is constructed in oil polluted soil. SOLUTION: Oil polluted soil 12 is excavated up to a water impermeable layer 11 by a deep-type mixer 10 and mixed while the oil adsorbing material, for example, an asphalt emulsion is injected up to ground surface. Continuously, a hydraulic solidifying material, for example, cement milk is mixed with the oil polluted soil from the water impermeable layer 11 to the ground surface to mix the soil in the deep mixing hole with the respective chemical agents. By this constitution, the stable insolubilization of oil in the oil polluted soil and the prevention of the elution/penetrating diffusion of oil from the oil polluted soil are achieved.
