The two portions of the steering arm tube (13) are butted together and are surrounded by a longitudinally-split sleeve or locking member (20). The two halves (251) have semi-cylindrical center portions and ends of increased diameter. An inner cylindrical sleeve (21) fits over the butted-together ends of the two tubes and is closely surrounded by a slightly larger-diameter sleeve (22). The inner sleeve has two longitudinal slits (212) at its end and the outer tube has two corresponding diagonal slits (222). There is a sprung locking device (41) on one end of the sleeves. Release may be effected by pulling on the end of a wire (24).
