PURPOSE: A two-stage combustion burner for heating annealing furnace is provided to improve productivity by removing incomplete mixing factors of inlet air and combustion gas, prevent damage of facilities by suppressing formation of non-burnt deposit and prevent environmental pollution by suppressing formation of CO and NOx. CONSTITUTION: In a combustion burner for heating annealing furnace in which main burner and pilot burner are installed inside a radiant tube mounted on an annealing furnace, preheated air is supplied onto the outer side of the main burner, and a flame holder(10) whose outer diameter is gradually expanded is mounted on the end part of the main burner so that combustion gas discharged from the main burner is mixed with the preheated air to be burnt, the two-stage combustion burner for heating annealing furnace is characterized in that a plurality of first air inlet holes into which the preheated air is flown to be flown to the side of a combustion gas outlet(24) are formed on proper positions of a part whose outer diameter is expanded, second air guiding end part(40) the outer diameter of which is constantly maintained, and which is extended to the rear side in a certain length is formed on the outer diameter expanded end part, and a plurality of rotors(42) are projectingly formed on the outer surface of the second air guiding end part(40) in a spiral shape.
