A secondary password payment system for assuring the security of the transactors, comprising: a client database; a communication means for receiving the payee's account number and two payment passwords provided by the payer one after another; a password verification means for verifying the payment password; a withholding fund database; the first withholding means for registering the payer's funds and the payee's account number in withholding fund database when the first payment password is correct; a digital signature means for signing digitally to the withholding funds and the payee's account number and returning it to the payee; the second payment means for paying the withholding funds to the payee's account number actually when the second payment password is correct.
