PROBLEM TO BE SOLVED: To easily obtain a proper control system corresponding to an actual operation. SOLUTION: The secular fluctuation of real polymer viscosity being the result of feedback control in a prescribed period is detected, and predicted polymer viscosity when feedback control in the same period is not operated is secularly calculated, and the fluctuation of calculated polymer viscosity when feedback control is operated with the predicted polymer viscosity as a reference is secularly detected. This simulation is executed plural times by variously changing the value of the viscosity control system parameter, and the parameter adopted for the simulation minimizing the fluctuation of the calculated polymer viscosity against the target viscosity is used for the actual operation.
