PROBLEM TO BE SOLVED: To provide an internet phone switching device, with which even an unofficial IP terminal can utilize an internet phone. SOLUTION: A switching part 18 receives the communication state of individual communication servers 12 from a monitoring part 16, and when a communication terminal to be called, to which an identification number is imparted beforehand is connected to the Internet, allocates one of the communication servers 12 and connects it. When the communication terminal to be called is called from a calling communication terminal using the identification number, the calling communication terminal is connected to the communication server 12, to which the communication terminal to be called corresponding to the identification number is allocated, and the communication terminal to be called and the calling communication terminal are relayed by the communication server 12.
