PROBLEM TO BE SOLVED: To supply a high voltage insulation system for using in a high discharge electric field at temperatures not higher than the room temperature. SOLUTION: This is related to the high voltage insulation system appropriate for low temperatures, and further related to a coolant which is equipped with an insulator (2) of a solid material based on cellulose fabric (20). The insulator (2) of the solid material is preferably used by a form of cardboard, and saturated by a polymer resin (21). It has a high partial discharge early phase electric field of 77K, and further this coefficient of thermal expansion most appropriately agrees with that of a ceramic high temperature superconductor. The cardboard is capable of forming in a dry condition especially in order to produce a coil bobbin, and alternately jointed together with cotton fiber, and a laminated material of desired thickness is formed.
