RANDOM EARLY DEMOTION AND PROMOTION MARKER

PROBLEM TO BE SOLVED: To provide a traffic adjustment marker for realizing an ensured service for the Internet by fair and random promotion and demotion of a packet. SOLUTION: This random early demotion and promotion(REDP) traffic adjustment marker 116 is arranged between upstream and downstream domains 110 and 114. A data packet is received by the marker 116 from the upstream domain 110, and each packet has the priority level of red(R), yellow-(Y) or green(G). The marker 116 monitors the rate of a green data packet in the boundary of the domains 110 and 114. When the rate of the green packet surpasses a decided rate, the marker 116 randomly and fairly demotes the green packet to a yellow packet. When the rate of the green packet is lower than the decided rate, the marker 116 randomly and fairly promotes the yellow packet to the green packet. The marker 116 eliminates a phase deviation generated in the conventional marker.
