SOLUTION: This device comprises an information input means 2 for inputting weather information, rainfall information, river level or tide level information or the like in the area subjected to water prevention; a result storing means 3 for storing the past result information concerning the weather information, rainfall information, river level or tide level information or the like in the area subjected to water prevention, the operation information of a pump, and the opening and closing operation information of a flood gate; a support information arithmetic means 4 for inputting the external information from the information inputting means and the past result information from the result storing means and extracting the information necessary for the operation of the pump and the opening and closing operation of the flood gate for the water prevention from the external information and past result information to provide support information; and a support information representing means 5 for representing the support information from the support information arithmetic means to the outside.
