PROBLEM TO BE SOLVED: To improve engineering efficiency, and to improve the reliability of data. SOLUTION: This device is provided with TAG data bases 11a and 11b for storing fixed parameters at each input point to be commonly used by a monitoring device 2 and a controller 3 constituting a plant monitoring device 1 in TAGID units, and a distributing means 8 distributes the fixed parameters edited by a data base editing means 7 to both the monitoring device 2 and the controller 3 in a batch.
