PROBLEM TO BE SOLVED: To solve the problem of not performing traffic control (traffic alarm generation and moving route decision) considering weather conditions for largely influencing moving object movements, the weather conditions such as a wind direction and a wind speed to put it concretely, and the road surface conditions of an airport surface to be influenced by the weather conditions further in a conventional airport surface traffic controller. SOLUTION: This controller is provided with a weather observation part 50 for observing the weather of an airport surface area, a weather monitoring part 60 for judging an influence degree on the traffic control on the airport surface by the observed weather, a moving object detection part 10 for detecting the positions of moving objects on the airport surface and a traffic monitoring part 20 provided with a danger level judgment part for judging the danger of a collision from the mutual positions of the moving objects and setting a danger level for indicating the degree, an abnormality detection level setting part for setting an abnormality detection level to be the reference of collision alarm generation corresponding to the influence degree on the traffic control by the weather and an abnormality alarm generation part for comparing the danger level of the collision with the abnormality detection level to be the reference of the collision alarm generation and generating a collision abnormality alarm in the case that the danger of the collision is higher than the reference of the collision alarm generation.
