PROBLEM TO BE SOLVED: To easily confirm whether a via is required for a target guard ground or not and the interval between vias or the interval between a signal line and the guard ground when any via is required. SOLUTION: This system is provided with a means for calculating the presence/absence of a via 14 on the guard ground, suitable via intervals Ld, Lv and Lr and an interval (d) between wiring 13 and the guard ground with simple formulas and judging whether any via is required or not when there is no via or whether the locating position of the via is suitable or not when the via is located and further the length of the interval (d). The calculated and judged results are automatically outputted.
