PROBLEM TO BE SOLVED: To accurately measure the intrinsic friction on the ice of an elastic material sample to be tested as objective data highly related to that of a product tire. SOLUTION: The peripheral surface of the cylindrical sample 9 comprising an elastic material held on a sample shaft 7 is pressed to a rotationally driven ice plate 1 by required force while the cylindrical sample 9 is rotationally driven and the friction force generated when the peripheral speed of the cylindrical sample 9 and the speed of the ice plate 1 are changed relatively is measured as generated torque.
